France was seriously hampered, too, by the fact that Germany was now occupying territory that accounted for nearly two-thirds of its pig iron production, a quarter of its steel manufacturing and nearly half of its coalmining capacity. But this was only established after the final German attempt to break through in the Race for the Sea, in the First Battle of Ypres, was repelled. This was one of the most significant battles of the Great War, and not only for the fact that it settled the positions of the opposing forces on the Western Front for years to come.
This time there was no preliminary artillery bombardment, which ensured the element of surprise was intact, and this time 14 squadrons of the RFC were standing by to lend support. Within hours the German Second Army had been forced back six kilometres to Cambrai and the three trench systems of the Hindenburg Line had been breached for the first time. Eight thousand prisoners and 100 guns had been taken. Both sides were somewhat taken aback by the speedy gains of the first day. Haig authorised a continuation but the British were hampered by a lack of support, and progress faltered.
The two men at the head of the German war machine, General Erich Ludendorff and Field Marshall Paul von Hindenburg, were agreed that the only route to German victory now open to them lay in a major decisive assault along the Western Front before the strength of the Americans became decisive. With the signing of the Treaty of Brest-Litovsk on 3 March 1918, Russia withdrew from the war, freeing 33 divisions for duties in the West. The omens were good for Germany: it had 192 divisions available, compared to the Allies’ 178; the armies of France, Britain and its Empire were sorely depleted, and were suffering from a lack of unified command and lowered morale; and the Americans had not yet been fully readied for war.
