However, this definition is open to many important subsidiary questions, such as, which technological and communicative conditions must prevail in order for members to "enjoy effective equal rights," what means are provided for individuals to take part in "decision-making about collectively binding rules and policies," and how is "the greatest conceivable degree" of "popular control and equality" best insured.
As Tuman (1992) puts it, "computer technology has the potential to open up the entire process of reading and writing, undermining a stolid entrenched literary tradition of 'classic' authors and in turn allowing everyone to read and write, to exchange texts, on an equal basis" (p. 19).
