In a resolution and report drawn up by Alexander Hamilton, the time and place were set for Philadelphia on the second Monday in May 1787. With the Philadelphia Convention more than six months away, the various leaders set to work immediately to make use of the time. The men who had met in Annapolis in 1786 not only worried about their own individual business ventures but also about the future of personal freedom under the new and revolutionary government they had established ten years earlier. The states had joined together in a time of war under the Articles of Confederation, but they all knew the loosely secured country would not stand as it was.

Within view of Independence Hall were livery stables and blacksmith shops, bakeries, butchers, and a whole host of businesses. Although Philadelphia had not changed much since the revolutionary days, the events of the day changed the atmosphere. Only a dozen delegates had managed to appear by the opening day of the Convention, Monday, May 14, 1787. Travel during this time was often arduous, and many delegates were elderly gentlemen who came by carriage over long distances. While many had not expected the opening day to see a full complement of delegates, those in attendance were dismayed that so few were on hand.

Although written more than a century before the American Revolution, the principles espoused in the early colonial charters would ultimately contribute to the Revolution itself. Of note is the fundamental principle that the colonists take with them all the rights and liberties of Englishmen. ” In this language we see the desire of the earliest colonists to protect the liberties they enjoy so that future generations born on American soil may enjoy them as well. As the colonies were established in the New World many liberties and guarantees were sought from the Crown.
