Turow argued this shift was the result of increased television ownership (the industry no longer needed to woo children), the increased availability of advertising dollars for children’s television, and the rising cost of television programming making it necessary to share the cost among more players. Shelby (1964), in one of the few early studies of the children’s television industry, argued that there was a “period of adjustment” between 1958 and 1963 when the industry responded to an increasing government concern with the lack of quality in children’s television, particularly after the “vast wasteland” speech by FCC Chairman Newton Minow.
